White House coronavirus response coordinator Jeff Zients confirmed that an interagency working group was developing plans that may require some type of vaccine requirement for foreign nationals.

"We will be ready when it is the right time to consider reopening," Zients said at a White House COVID-19 briefing.

At a separate briefing, White House spokeswoman Jen Psaki acknowledged inconsistencies in the current restrictions barring people from some countries with low COVID-19 rates but not from others with high rates.

She said it was uncertain whether the United States would mandate vaccines.

The White House again said on Thursday it was not ready to immediately lift restrictions because of the rising COVID-19 caseload and highly transmissible Delta variant.

Det där lät mer positivt än på länge. Tänker mest på att Psaki bekräftar det som "vi" konstaterat länge.

Tyvärr är väl surgen där och här ett problem men vem vet. Med vaccinationskrav kanske det blir av redan i år...

Jag är fortfarande lite intresserad av NIE-processen. Jag tycker synd om eventuella talangfulla svenska idrottare som har fått stipendier till universitet och kan inte få komma på intervjuer för att konsulatavdelningen i Stockholm är underbemannad:

Jag tolkar det som att man inte ens tittar på inkommande NIE för tillfälle. Tidigare stod det "20 business days" men det är borttagit.

Det var något liknande ifjol, och jag har bekanta som läste visum genom att göra sina intervjuer på andra ambassader, ex USA:s ambassad i Tyskland. Så det går nog att lösa - men är rätt meckigt (och förutsatt att ovan fortfarande funkar).

Att ansöka om ett visum eller en NIE är ju dock två olika saker. Mina NIEs har kommit tillbaka med mer eller mindre vändande e-post sedan dem infördes.

MR. ZIENTS: Why don’t I take the first question on travel, and, Dr. Murthy, vaccine verifications.

In terms of travel — and I’m glad you ask that question — the administration certainly understands the importance of international travel. And given where we’re — where we are today, as Dr. Walensky showed us earlier, on the prevalence of the Delta variant, the United States will maintain the existing travel restrictions at this point.

However, we do have, as you alluded to, agency working groups that are developing plans for when we do open travel, how do we do it in a consistent and safe way. And part of that planning is a phased approach that foreign nationals traveling to the United States may — there’s still policy work being done here — may need to have some type of a vaccine requirement, but that’s not a decision at this point. That’s one of the paths that’s being looked at and considered, but there are — there are alternative paths being looked at, at the same time.

So, the interagency working groups are currently developing a policy process, and we will be ready when it is the right time to consider reopening travel. And that’ll be guided, as always, by the science and the public health.

MS. PSAKI: Given where we are today with the Delta variant, we will plan to maintain existing travel restrictions at this point.

However, what our interagency working groups are focused on — and this is, I think, what was reported — is working to develop a plan for a consistent and safe international travel policy, and that will be done through the prism of providing consistent guidance, equitable guidance, digestible guidance. And there’s a lot of confusion about what the restrictions are now, and you all have asked a lot of good questions about it because it feels inconsistent, and it is.

But that’s what our focus is. So that is certainly under strong consideration, but it is under a policy process review right now that I won’t get ahead of myself.

Q. Jen, just to follow up on the international travel question. I understand that there’s an interagency process, but is it the goal of that process to end in a vaccine mandate for people who are flying to the U.S.?

MS. PSAKI: Well, that’s one of the considerations, but there hasn’t — the process has not been concluded yet. And what I was trying to note at the beginning is that, right now, I think — which is why a lot of you have very good questions about this — there is inconsistency, right?
And there are good questions about why, when this country has larger rates of vaccination, et cetera.

What we want to create or determine through this process is a way to provide clear, digestible guidance that also has our public health front and center. So that’s a consideration, but it has not concluded yet.

Förstår inte att USA kan tillåta sina egna medborgare att flyga till Europa, om internationellt resande nu är så farligt pga deltavarianten?

De kan nog inte stoppa dem. De enda som kan stoppa dem är platserna de reser till.

Jag tror inte det finns lagstöd för ett förbud. Däremot publicerar både CDC och State Department "advisories" som guidelines. Jag skulle tro att t.ex. försäkringsbolag använder detta för villkor.

Det är som @Hachans skriver enklare för mottagarland att reglera detta.

Det kan också vara värt att anmärka att "bara" 1/3 av USAs befolkning har ett pass:

Jag skulle gissa det finns en stark korrelation mellan innehav av pass och vaccinationsvilja på samma sätt som det finns en väldigt tydlig korrelation mellan geografi/vaccination.
